- **The submit rate limit is now per form.** It was already *keyed* per visitor and form — being limited on a contact form never locked anyone out of a newsletter sign-up on the same page — but the number itself was install-wide. A support form somebody files three tickets a day through and a competition entry that attracts scripted traffic want different ceilings, and only the site owner knows which is which. - The install value stays the ceiling: a form can tighten it and cannot loosen it, for the same reason the upload limits work that way. A limit an operator can raise from the admin is not one the install can rely on. The editor names the ceiling so nobody sets a number that is silently overridden. - Where a handle answers for more than one site, the tightest configured value wins. The limiter only ever sees the handle the browser posted, and erring toward the stricter answer is the safe direction to be wrong in; taking whichever row came back first would make a public limit depend on row order. - The lookup is cached per request and falls back to the install ceiling if the tables are not there yet — enabled-but-not-set-up is a normal state, and this code runs inside a rate limiter on a public route, where an exception is a 500 for every visitor rather than a log line. - Requires WebBlocks CMS `^1.45.6` still. This release closes the last item the plan carried from v0.3.
